Most people heading to Cyprus still carry an old equation in their heads: cigarette prices in Cyprus are next to nothing. Anyone who knows Cyprus cigarette prices by that old maths gets a surprise the moment they walk into a supermarket. In August 2026, that equation no longer holds. A pack of Marlboro now sells for almost exactly the same figure as in Turkey. The difference survives in the local brands — and, if you time the exchange rate right, at duty free. Each has its own rules. Those who go in unaware pay the difference either at the till or at the departure gate.
The Picture Has Changed at the Supermarket: Almost Level with Turkey
On 11 August 2026, a fresh price hike hit cigarettes and tobacco products in the TRNC (North Cyprus), with increases reaching 10 TL in some groups. Post-hike prices run as follows: Marlboro Red, Gold, Touch and Selection at 125 TL; Parliament Night Blue and Aqua at 130 TL; Muratti at 124 TL; Winston varying between 120 and 130 TL depending on the variety. IQOS's Terea is 125 TL, Terea Pearl 135 TL. On the shelves you'll also see brands never sold in Turkey: Silk Cut varieties at 135 TL, and for roll-your-own smokers, Old Holborn's 25-gram pack at 125 TL. These figures are from August 2026, and the TRNC has seen three separate waves of price hikes within the year. Prices may differ by the time you arrive — ask for the current ones at the supermarket.
So are Cyprus cigarette prices really half price?
Not any more. In Turkey too, after the 5-6 August hikes, Marlboro Red and Touch settled at 125 TL and Parliament varieties at 130 TL. The same pack now costs the same money on both sides. In May 2026 the difference was around 10 TL per pack, and at the start of the year there was a 15-30 percent gap; that gap closed this summer. On the premium supermarket shelf, Cyprus cigarette prices are no longer far from Turkey's — the "practically free" line is a habit left over from the 2022-2024 era.

The Source of the Cheapness: Tax Differences and the Hike Calendar
The reason prices move this much is tax. In Turkey, the retail price contains a 63 percent proportional excise (OTV), with a fixed excise and VAT stacked on top. In the TRNC, the excise and Price Stability Fund rates were kept lower — that was the source of the cheapness. But in March 2026 the TRNC government raised the Price Stability Fund to 250 TL per thousand cigarettes, and the gap has been melting fast ever since. In February-March, popular brands sat in the 90-105 TL band; by late May they'd climbed to 100-115 TL, and by August they'd reached 120-135 TL. Three hikes carried prices up nearly 30 percent in six months.
Local Brands Are Still Cheap
Drop down to the bottom row of the shelf and the maths changes completely, because the island has its own manufacturer. The Cyprus Turkish Tobacco Industry was founded on 14 May 1975. For many years it produced Tekel 2000, Tekel 2001 and Samsun 216 under BAT licence, and from 2013 it launched its own brands, LH and Most. These brands are still cheap: LH Ocean, Silver and Pearl at 80 TL, LH Touch at 85 TL (July tariff); Tekel 2000 and Samsun 216 sat in the 71-75 TL band on the May tariff and may have edged a few lira higher with the August hike. Turkey's cheapest brands (the likes of Medley, MMC, Hazar and Toros) start from 87 TL, and the TRNC's local range stays below that. In other words, the cheapness has migrated from the premium shelf to the bottom one. Then there are the menthol and flavoured varieties. They're sold legally in the TRNC, while the sale of these products is banned in Turkey. If you're thinking of taking them back to Turkey, the legal position is unclear — don't take the risk.
When Duty Free at Ercan Makes Sense
The duty free shops at Ercan are run by Kaner Group, covering close to six thousand square metres in total. There are stores on both the departures and arrivals side — you can shop on landing in the TRNC too, with no need to pack it all before flying out. Treating duty free as automatically cheap would be misleading, because the labels are in euros, and in a week when the rate climbs, so does the TL equivalent. How many euros a carton costs shifts by brand and by period; there is no fixed figure. In practice, the only method is to put the shelf label side by side with the supermarket price on your phone. If the difference amounts to a few lira, there's no point buying from the store. Do that maths before filling up carton by carton.
How Many Cigarettes Get Through Customs on the Way Back
On the return to Turkey the official exemption is clear: 600 cigarettes, meaning 3 cartons (a carton is 10 packs, 200 cigarettes). On top of that, 100 cigarillos, 50 cigars, 250 grams of shredded tobacco and 250 grams of pipe tobacco can each be used separately and independently. In old forum posts and on some tour pages you'll still run into the "2 cartons" figure. That number was updated years ago; what applies today is 600. Passengers under 18 cannot use this exemption. If you're travelling as a family, the exemption counts per person and cannot be pooled. A family of four can't stack 12 cartons in one suitcase — each passenger's allowance travels on their own person, in their own baggage.
For customs purposes the TRNC counts as a foreign country, so on returning to Turkey you're subject to the same rule as passengers arriving from anywhere else. There's a separate limit on entering the TRNC too: the Customs and Excise Department's personal exemption regulation allows 400 cigarettes — that is, 2 cartons. And then there's the Green Line. The limit applied when crossing from the south to the north through the land gates is entirely different and much tighter; the same regulation specifies 40 cigarettes there. So the three cartons you packed in the north fall under a completely different calculation at a southern crossing. The two limits operate separately — one doesn't substitute for the other. Exceed a limit and the excess is seized, tax and an administrative fine can follow, and where smuggling is suspected the matter moves to the courts.
Strict Rules Indoors and on Age
In the TRNC, Law 44/2008 bans smoking in enclosed public eating and drinking venues — restaurants, cafeterias, snack bars, coffee houses and patisseries. Enforcement falls to the Basic Health Services Department. On the sales side, the age limit is absolute: tobacco products cannot be sold to anyone under 18. In practice, these are the two rules most often forgotten. Light a cigarette inside a cafe in Kyrenia (Girne) and the waiter will come over and warn you. The island looks laid-back, but there's no bending on this one.
If you're planning your suitcase around Cyprus cigarette prices, don't base the maths on premium brands — that shelf asks the same money in both countries. Look to the bottom shelf, check the duty free label against your phone, and count the cartons per person. Do those three things and the island still feels cheap; skip them and all you get is a familiar price list.
