Sooner or later, most visitors to North Cyprus run into the casino question. The reason is simple: the island operates under a completely different legal system from Turkey. Casinos have been closed in Turkey since 1998, while on the island the “Cyprus casino” industry runs legally and under license in close to thirty properties. How is that possible? The answer is straightforward. The TRNC (North Cyprus) has its own legal system, and casinos there are a taxed, regulated line of business. From Kyrenia (Girne) to Nicosia (Lefkoşa), every region has its own casino hotel; whichever one you visit, the rule at the door is the same.
The Legal Framework
The law governing the island's casinos is the Games of Chance Law No. 31/2009. No gaming floor can open without ministry approval; once open, it pays an annual license fee and is inspected regularly. In 2025 the law saw an important amendment. In June, Parliament lifted the cap on the number of preliminary permits and extended the operating license term from 3 years to 10. The minimum distance requirement from schools and village centers was also reduced to 100 meters. The text of the law ties casino permits to five-star properties with at least 750 beds and to first-class holiday villages of the same size. The result is visible on the street: there is no standalone, street-front casino on the island — they all operate inside hotels. Casinos are also banned from advertising, announcements and promotion within the country; the only exceptions are limited signage at the property entrance and ads in tourism magazines. So don't look for casino billboards along the road; promotion is confined to the venue's own entrance.
Who Can Enter
The most commonly confused detail at the door is the age limit. Most sources online say 18, while some settle on 21. The law is clear: you must be at least 25 years old to enter the gaming floor, and this applies to tourists arriving from Turkey as well. If you're 18, you'll be turned away at the door. The second condition is less well known: you must not be enrolled as a student in the TRNC (North Cyprus). If you're a student, age alone isn't enough — a 30-year-old from Turkey studying at a university on the island can also be turned away. At the entrance you'll be asked for an ID card or passport, staff record your details, and those records are kept for at least 12 years — far longer than an ordinary hotel registration. Has anything changed for TRNC citizens? Partly. Residents of the island still cannot enter; only the penalty has changed. Under the old rules there was a risk of imprisonment; now an administrative fine applies.
Kyrenia's Casino Hotels
The center of gravity on the Cyprus casino map is Kyrenia. To the east of the city, in Çatalköy, there's the Elexus Hotel Resort, while to the west along the Alsancak and Lapta strip the Merit group lines up three hotels… Merit Royal, Merit Park and Merit Crystal Cove. Cratos Premium and Lord's Palace are also among the big names on the city's casino map. Acapulco Resort opened back in 1982, and its casino section stayed in place even after the 2026 renovation. In these hotels the casino operates in a separate wing; over on the pool and restaurant side you won't even notice the casino traffic. Bafra: The Mega Resorts on the Iskele Coast
Bafra's designation as a tourism zone goes all the way back to 2003. The plan was a coastal strip of 13 hotels; today four properties are standing and nine plots remain empty. Those four are Kaya Artemis, Concorde Luxury, Nuh'un Gemisi and Limak Cyprus Deluxe. The most common booking mistake is looking for Limak in Kyrenia; the hotel's address is the Bafra coast, and its district is Iskele. All four properties sell on an all-inclusive model; everything from meals to the evening program is designed to happen inside the gates. The Bafra coast is 65-70 kilometers from Ercan; you'll feel that distance if you drive yourself, but not if you arrive on a package.
Nicosia and Famagusta
In the capital, casino traffic shifts with the calendar. On weekdays it's conference and business guests keeping the floors busy; on weekends the balance tips to tour guests. Merit Lefkoşa, City Royal and Golden Tulip all operate in a business-hotel format, with the casino section behind a separate entrance. Ercan is 20 kilometers away — the shortest transfer on the island. In Famagusta (Gazimağusa), the only address for casino-goers is the Salamis Bay Conti on the Salamis road. It's three kilometers from the ancient city and right on the sea. With no other doors in the area, the region's evening traffic gathers at this single property.
Packages and the Tour Model
The standard way Cyprus casino tours are sold is as a flight package: airfare, accommodation and airport transfer bundled into a single price. Direct flights departing from Istanbul, Ankara and Izmir are the most common, and there are services from Adana as well. There's also a separate arrangement that works by invitation: the operator can cover the travel and accommodation costs of guests it selects itself. Who gets invited is entirely up to the casino's own criteria; it's not a campaign open to everyone. For the ordinary holidaymaker, the first model is the one that applies; clarify the details with your agency upfront when booking.
Practical Rules Worth Knowing
There is no legal requirement on operating hours; the operator sets them and posts them on the floor. Most of the big hotels do in practice stay open long hours, but saying "every casino is 24/7" would be wrong — it's a business choice, not an article of law. ATMs are banned inside gaming floors, with no exceptions. The purpose of the ban is to keep cash withdrawals outside the floor. There's no written dress code, but don't walk in from the pool in shorts and flip-flops; smart casual is expected at the door. Complimentary food and drink is left to each operator's own practice. On the other hand, the law explicitly gives staff the authority to refuse entry to anyone heavily intoxicated. Can you enter without staying at the hotel? At most of them, yes — outside guests are welcome; but policies can vary from hotel to hotel, so please don't forget to ask before you go. To get past the door on a Cyprus casino visit, you need two things. First and most important: being at least 25 years old and carrying ID with you. The rest is down to the house rules of the hotel you choose.
